Indonesia Visa for Indians: Bali e-VOA, Arrival Card and Levy Guide
Share this article:WhatsApp

Bali is India’s favourite short-haul island escape, but in 2026 the entry process has three separate steps, and travellers who complete only one of them are the ones who get stuck at the airport. Indian passport holders are not visa-exempt for Indonesia. For a normal holiday, the simplest route is the electronic Visa on Arrival (e-VOA): IDR 500,000 (around ₹2,700–₹2,800), a 30-day stay, extendable once for another 30 days. That is step one. Step two is the All Indonesia Arrival Card, a free digital declaration that every international arrival must submit within the three days before arrival. Step three, only for Bali, is the Bali Tourist Levy of IDR 150,000 (around ₹810–₹840) per person per entry, paid separately from the visa. None of these three replaces another, and none substitutes for a passport valid for at least six months and a return ticket.

Do Indians Need a Visa for Indonesia?

Yes. India is not on Indonesia’s visa-exemption list, so Indian passport holders must hold a visa before or on arrival. For most tourists, that means the Visa on Arrival (VOA) or its online version, the e-VOA (B1). The VOA and e-VOA are the same visa with the same fee and validity — the only difference is where you get it. The VOA is bought at the counter after landing; the e-VOA is applied for online before departure through evisa.imigrasi.go.id, usually approved within 24 to 72 hours, and lets you use a faster lane on arrival. For longer stays, the C1 Tourist Visa costs IDR 1,500,000 (around ₹8,100) for 60 days initially, extendable up to 180 days in total, and a multiple-entry visa costs IDR 3,000,000 (around ₹16,200) for one year, 60 days per entry.

The Three Steps in Order: e-VOA, Arrival Card, Bali Levy

Step one, the e-VOA, costs IDR 500,000 and allows a 30-day stay. It can be extended once, for another 30 days, at a local immigration office or online through the same portal, for a further IDR 500,000, taking the maximum continuous stay to 60 days. Apply for the extension before your first 30 days expire. Step two, the All Indonesia Arrival Card, is a free digital form combining immigration, customs and health declarations. It is mandatory for all international arrivals, it is not a visa, and it must be submitted within three days before arrival at allindonesia.imigrasi.go.id. Ignore any site asking you to pay for it. Step three, the Bali Tourist Levy, applies only to Bali: since February 2024, every foreign tourist must pay IDR 150,000 per person per entry via lovebali.baliprov.go.id or on arrival, separate from the visa. Total Bali entry cost is therefore IDR 650,000 per person (around ₹3,600): IDR 500,000 visa plus IDR 150,000 levy, arrival card free.

Documents to Carry for a Smooth Entry

Immigration officers can ask for proof at any time, so keep these documents ready:

  • Passport valid for at least six months from your arrival date, with at least two blank pages
  • e-VOA approval on your phone, or the fee ready to pay at the airport VOA counter
  • All Indonesia Arrival Card confirmation, submitted within three days before arrival
  • Bali Tourist Levy payment proof, if you are entering Bali
  • Confirmed return or onward ticket
  • Hotel booking confirmation with a verifiable address
  • A digital passport-size photograph meeting immigration guidelines, for the online application
  • Proof of sufficient funds for your trip

The overstay fine is IDR 1,000,000 (around ₹5,400–₹5,600) per day, collected on departure, and longer overstays can lead to detention, deportation and a travel ban.

Common Mistakes Indian Travellers Should Avoid

First, do not assume Indonesia is visa-free for Indians — arriving without a VOA or e-VOA is the fastest way to be refused. Second, do not confuse the three steps: the arrival card is not a visa, and the Bali levy is not a visa fee. Third, do not pay any unofficial site for the arrival card — it is free — and use only the official immigration portal for the e-VOA. Fourth, do not overstay, even by a day. Fifth, do not trust any agent promising a job in Indonesia on a tourist visa.
